Julia Goings-Perrot
Julia Goings-Perrot, Esq. (Julia) joined Tarshis, Catania, Liberth, Mahon & Milligram, PLLC ("TCLMM") as an associate in June 2004 and became a (partner) member of the firm in January 2010. She has over twelve years experience in the health care industry.
After graduating from Grinnell College in Iowa, Julia served in the United States Peace Corps in West Africa for two years as a primary health care educator and epidemiologist. Julia then returned to the United States and graduated with distinction from the University of Iowa College of Law.
Julia's first position after law school was with Tenet Healthcare Services in Dallas, Texas. She served in their third party payer collection subsidiary responsible for revenue collections for all Tenet-owned hospitals in northeastern Texas. She was admitted to the New York State bar in May 1998 and began a position as Senior Attorney in the Health Bureau of the New York State Insurance Department in Albany, New York. While at the Insurance Department she negotiated with New York State-regulated health insurers in reviewing and approving health insurance policy forms. She developed and drafted regulations, circular letters, and opinion letters to the Governor on behalf of the Insurance Department, and drafted written responses to inquiries from legislators, consumers, and insurers. She represented the Insurance Department on Governor Pataki's Prescription Drug Task Force charged with developing proposals to make prescription drugs more affordable in New York State, the Governor's Early Intervention Committee, and the Governor's Committee on HIV/AIDS.
Julia entered private practice in 2001. Since that time she has provided general counsel and outside legal services in all aspects of corporate transactional, regulatory and compliance, and employment matters to a health system; hospitals; ambulatory surgery centers; clinics; nursing homes; large, medium and small physician practices; non-physician health practice groups; regional health information organizations; electronic medical records and practice management vendors; medical equipment providers; and independent practice associations.
Julia continues to concentrate her practice in health law with particular expertise in federal and state regulatory and compliance matters, third party payer reimbursement and audits, and employment law. Julia also specializes in general corporate law, and intellectual property.
